31/01/2012 - Register Support for Faster Broadband in Your Area
West Sussex – Better Connected and its private sector partners will be working to provide access to broadband in all parts of the County by April 2015 and access to superfast broadband to 90% of premises by the same date. This means that by April 2012, every house and business will have the opportunity to connect to the internet via broadband using a commercial supplier. West Sussex – Better Connected are now encouraging all residents and business in West Sussex to register support for faster broadband online at www.westsussex-betterconnected.org.uk. Registering your support does not commit you to sign up to any new service. Communities that demonstrate the strongest support are likely to be included in the earlier stages of the Broadband Improvement Programme.

03/02/2012 - Hippo Salt Bag Distrbution
Horsham District Council have advised that the forecast from the Met Office for the next 2 to 5 days predicts that the snow for Saturday will be accompanied by rain and followed by warmer temperatures and more rain. They feel that it is unlikely we will experience the disruptive and prolonged conditions of previous years. HDC will therefore continue to monitor the situation but will not be starting the mass distribution of bulk bags of salt at this present time.

07/03/2012 - Southern Water:Planning for a Drought in the South East
Southern Water submitted a Draft Drought Plan to Defra on 1 October 2011 following an update of their existing plan, published in 2008. Southern Water are now carrying out an eight week public consultation on the updated plan and are keen to hear residents views on their proposals to deal with droughts in the South East. The Draft Drought Plan 2011 and associated documents may be viewed and downloaded from the South Water website www.southernwater.co.uk/droughtplan. The consultation runs until Friday 30th March 2012.


14/03/2012 - Temporary Road Closure
West Sussex County Council have advised that Stream Lane, between Mill Road and Nutbourne Road, will be closed for 5 days from 26th March 2012 to allow urgent drainage works to be carried out. The alternative route for all traffic will be via Mill Road, The Common, Harborough Hill, West Chiltington Road, Stream Lane and vice versa.

23/03/2012 - Compass Bus Services No 62
Compass is introducing this service, without Council subsidy, starting Monday 2nd April 2012. The service will run on Mondays from Midhurst to Brighton via Petworth, Fittleworth Village, Pulborough, West Chiltington, Thakeham, Storrington, Washington, Steyning, Bramber, Upper Beeding, Edburton, Fulking and Poynings, giving just under three hours in Brighton for shopping, lunch, etc. For further details please see attached timetable. 23/03/2012 - Mobile Waste Service in Pulborough
After two years of operating HDC have decided to withdraw parts of the Horsham mobiles waste service from April 2012. The service which operates in car parks in Steyning, Henfield, Pulborough and Storrington was introduced two years ago after widespread consultation. This consisted of a quarterly “Gobbler” service for general waste, a twice-weekly service for green waste and some bulky white goods such as cookers and washing machines. Analysis of usage shows that the green waste and white goods service have not been as well supported as hoped and this means the cost of the service can no longer be justified. HDC appreciate that the “Gobbler” service is valued and have committed to continue this in 2012/13 with the "Gobbler" service operating in Pulborough on Saturday 16th June 2012, 22nd September 2012, 15th December 2012 and 16th March 2013.

12/07/2012 - Housing Allocations Consultation
Horsham District Council is currently carrying out a Consultation on Housing Allocations. As part of this process, the Council is keen to gather the views of all residents in the District on who social housing should be provided for and on the priorities for this provision. 12/07/2012 - Did you know there is a Memorial Garden in Pulborough?
If you didn’t you wouldn’t be alone.

It is, in fact, a paved area in the Lower Street Car Park, opposite the library. The Parish Council is considering the erection of a new garden to remember all casualties from Pulborough during the two world wars. Councillors would like to hear your opinions as to potential locations; should it remain where it is, move to the main Recreation Ground off Rectory Close or another location. 12/07/2012 - Bus Service in Pulborough?
Councillors have recently met with representatives from Compass and Stagecoach bus companies to see how the Council can work with them to improve the services around the village, especially for commuters wishing to catch a train.

Do you have any comments about the current bus services? Is there anything you would like to see happen in particular i.e. services to a particular route or at a particular time. 26/09/2012 Changes to Council Tax Benefit
RESIDENTS in the Horsham District are being asked to comment on changes to the Council Tax Benefit scheme. At present, Council Tax Benefit is controlled by local authorities but entirely funded by the Government but this will be changing next year. From April 2013, this is being replaced by a local scheme which will be devised by the local authority, with the amount of funding from Government lowered to 90% of the current cost. Each council will have its own Council Tax Support scheme, which will have its own eligibility criteria. The proposal that Horsham District Council is considering for the new 2013/2014 Council Tax Benefit scheme in the District is to match the eligibility rules and award calculations of the existing scheme. This means that the benefit will be calculated in the same way under the new scheme as it was before. Delaying any changes for a year will enable the Council to consider the impact of any changes on vulnerable people, in the light of experience elsewhere. Residents are being asked to give their views on the changes in a consultation which will be running until Friday 19 October 2012. The Council is asking residents if they agree with the proposal not to make changes to the Council Tax Benefit scheme for 2013/14. A decision taking account of the consultation responses will be made at a meeting of full Council on Wednesday 19 December 2012 at Horsham District Council’s offices in North Street, Horsham. 05/10/12 Reminder to return voter registration forms for 2013
RESIDENTS who have not completed and returned this year’s electoral registration forms can expect a knock at their door from Horsham District Council.To update the Register of Electors for 2013, canvassers have been knocking on doors around the Horsham District to collect any unreturned forms. The forms have been sent out earlier than usual this year because of the Police & Crime Commissioner elections taking place in Sussex on Thursday 15 November. Horsham District Council, which runs all elections locally, first sent out forms to each of the households in the District in July and so far 53,625 (94.3%) forms have been returned. However, there are still 3,257 properties that haven’t responded despite three forms. It is a legal requirement for everyone who is eligible to vote to register.To try and obtain a response from these properties - and offer help where necessary - personal canvassers from Horsham District Council have been door knocking in the District. All canvassers will have identity badges and a new form for electors to complete. The responses are used in the compilation of the Register of Electors which this year will come into force on 16 October 2012. Credit companies use the electoral register as a check, so for example anyone wanting to buy some audio equipment or a car, open a bank or building society account or take out a loan will need to be on the electoral register.

The Notice of Election has been published for the Police and Crime Commissioner elections taking place in November. The Parish Council is currently undertaking two consultations, regarding Bus Services and Youth Workers. All respondents to these consultations, who are aged over 18 years of age, will be entered into a free draw for a bottle of wine, kindly donated by Hennings Wine Merchants.

Youth Worker for Pulborough
The Parish Council, in association with Horsham District Council and neighbouring Parishes, is currently considering the provision of a Youth Worker to work in the communities, engaging with our younger residents. All related costs such as salary, office space, consumables etc would need to be funded and it is hoped that some grants may be accessed to facilitate this. However, for the project to succeed, it is envisaged that the Parishes themselves will need to meet some of the costs through the Parish Precept - the charge made by the Parish Council and included in your Council Tax Demand. Members of the Council are therefore keen to hear residents' opinions on this proposal and any increase in the amount paid to the Parish Council. As an example, an increase of 5% to a Band D property would result in an extra £3.32 per annum. 04/12/12 Chalara fraxinea (Ash Disease) in the south east of England
As of 14th November 2012, 14 confirmed outbreak sites in the wider environment have been identified across the south east; in Oxfordshire, Berkshire, Surrey, West Sussex and Kent. The Forestry Commisson (FC) website http://www.forestry.gov.uk/chalara includes a map showing the latest confirmed distribution of Chalara across GB. The FC are strongly encouraging all in a position to do so, to be vigilant and report symptoms. The website provides detailed information on these symptoms including a short video. If you suspect infection, please send details including location (ideally a grid reference e.g. TR296637) and symptoms (ideally via digital photo’s), to plant.health@forestry.gsi.gov.uk or phone 08459 33 55 77 (open 8am - 6pm every day). This will allow the report to be followed up by specialists.

10/12/12 Refuse and recycling - Christmas and New Year
There will be some changes to the Acorn Plus household refuse and recycling collections in the Horsham District over the Christmas and New Year period. Additional blue topped bin recycling collections will be scheduled to deal with the festive packaging. For full information, householders are encouraged to use the personalised collection calendar on the Horsham District Council website www.horsham.gov.uk. Brown topped bin collections for green garden waste will be suspended from Tuesday 18 December and will resume again on Tuesday 15 January 2013.On any of those scheduled brown topped bin collection days, residents can put their blue topped bins out for an addition recycling collection.

During the week between Christmas and New Year, there will be no collections on Tuesday 25 or Wednesday 26 December. Recycling and refuse will be collected two days later than usual with additional blue topped bin collections replacing any scheduled brown topped bin collections normally due this week, which will include the usual Thursday collection being done on Saturday. For those that normally have a collection on Fridays, this collection will take place on Wednesday 2 January 2013.
