20/11/13 - Pulborough Oil Club Meeting
Many of our districts residents are not connected to the mains gas network. Consequently many rely on oil as fuel for their heating systems. Oil is still more expensive than conventional gas heating systems (despite well publicised recent price rises). Oil clubs can offer a more affordable way of heating homes. An oil club emerges when a number of residents get together and buy their oil together. By ordering larger quantities, lower prices can be negotiated. It can also reduce the frequency of journeys made by sizeable oil tankers down some of our country lanes. Two sizeable oil clubs are operating in the District which Horsham District Council would like to make non members aware of. Coupled with talks from the Oil Club organisers there will be information on saving energy and keeping oil secure from leaks.

18/11/13 Neighbourhood Plan Update
The Parish Council has now made the formal application to Horsham District Council (HDC) for the Designated Plan Area.

The consultation on this will run from Monday 11th November to Monday 23rd December. Full details are available via the HDC website at www.horsham.gov.uk.

Action in Rural Sussex have formally been appointed to provide support to the Parish Council. The next step is the formation of a Steering Group and this will be discussed at the next meeting of the Full Council on 28th November with the inaugural meeting of the group taking place in early December. The fundamental element of the Neighbourhood Plan is that is a plan for the community drafted by the community. The consultation and involvement of all parts of the village is therefore absolutely vital and there will be many forthcoming events for you to give your input. 23/09/13 Co-option of Mrs Edna Henly
Following the resignation of Mark Bridger, earlier this year, Mrs Edna Henly was co-opted as a Member of the Parish Council at the meeting held 19th September 2013.

11/09/13 Storrington Low Emissions Zone
Following on from the public exhibition of the Storrington Air Quality Action Plan in February, further technical assessments have been carried out and the possibility of a 'Low Emission Zone' is being looked at for the village of Storrington. Further assessments of the traffic management options have been undertaken by Horsham District Council and West Sussex County Council in consultation with Sussex Police.The technical assessment identified the principle of a ' Low Emission Zone' (LEZ) as being the most feasible traffic management option when compared to 'gating' and a 'Heavy Goods Vehicle (HGV) ban'.Whilst feedback from the public consultation was strongly in support of a total HGV ban, this option is proving challenging for Horsham District Council's partners (at West Sussex County Council and Sussex Police) on enforcement grounds. 06/09/13 WSCC Highways Website
WSCC Highways Department have recently launched their own website (in collaboration with their contractor, Balfour Beatty Living Places) with the intention of giving their partners and residents up-to-date information on the services they provide in maintaining the public highway. 22/08/13 Mobile Electrical Recycling
The “Don’t bin it, Bring it!” Chanctonbury Mobile Electrical Recycling Events are continuing for the rest of 2013. Viridor, who operate and manage the local Household Waste Recycling Site and Ford Materials Recycling Facility on behalf of West Sussex County Council have also been operating the trial Mobile Electrical Recycling Service across the Horsham District for West Sussex County Council.

The previous eight events in 2012 collected 18.12 tonnes of electrical and electronic appliances from Horsham District residents - this is the equivalent of 36,240 hairdryers or 10,659 power drills!

Funding has been secured and therefore Viridor have announced that these events will continue in Henfield, Pulborough, Steyning and Storrington during 2013 with the service operating in Pulborough Lower Street car park on Saturday 19th October 2013.

22/08/13 Have Your Say Survey 2013
Horsham District Council, as part of their District Plan Priorities 2011-15, have pledged to consult biennially with residents and businesses to find out how well the Council is delivering services and help to decide where changes need to be made. The last survey was carried out in the Autumn of 2011 and therefore HDC is now asking residents to complete the ‘Have Your Say’ residents survey and have included this as part of the autumn issue of Horsham District News being distributed over the next few weeks. The survey will be in the centre pages of the magazine, to enable it to be removed, completed and returned. An electronic version is available by clicking on the mini advert on the home page of the Horsham District Council website www.horsham.gov.uk . The closing date for responses is 31st October 2013 and all surveys returned will be entered into a prize draw to win one of three £50 High Street Shopping Vouchers. The survey should take no longer than 15 minutes to complete.

RESIDENTS can find out more about the draft Horsham District Planning Framework document during a ‘Live Facebook Chat’ with Councillor Claire Vickers, Horsham District Council’s Cabinet Member for Living and Working Communities, next month

Cllr Vickers will be answering questions about the draft document on Thursday 5 September from 6pm to 7pm.

15/08/13 Horsham District Council Announce Consultation on new ‘blueprint’ for local jobs and homes – putting the economy first
The Horsham District Planning Framework Preferred Strategy, will be published for consultation on Friday 16 August and will run for eight weeks until 11 October. The new strategy sets out the planning policies to deliver the needs of the District as well as protecting and enhancing the place in which residents live, work and relax.

Councillor Claire Vickers, Horsham District Council’s Cabinet Member for Living and Working Communities, said: “We want to find out your views on the preferred strategy, please read through the document carefully, as it explains the influences and the reasoning for the preferred approach. Most importantly, please do take the opportunity to get involved and give us your views – the proposals have changed significantly as a result of your earlier feedback.”

26/07/13 BW 2308 - Temporary Closure
WSCC have advised the Parish Council of the Temporary Closure of Bridleway 2308. The closure is necessary to protect public safety whilst surfacing works are completed and following completion of the works to allow the new surface to consolidate sufficiently before public use is permitted. 18/07/13 Level 3 "Heatwave" Alert issued for South East
Horsham District Council has issued the above to all Parishes today to make sure that residents are keeping safe during the current 'heatwave'. The following advice is being given (provided by Public Health England):

TOP ADVICE FOR BEING SUN SAFE:

  1. Try to keep out of the sun between 11am and 3pm
  2. Wear sunscreen
  3. Wear loose cotton clothing
  4. Drink lots of cool drinks
  5. Seek shade
  6. Wear sunglasses and a hat
  7. Look out for others especially vulnerable groups such as the elderly, young children and babies and those with serious illnesses
  8. Never leave anyone in a closed, parked vehicle, especially infants, young children or animals

07/16/13 Proposed Pedestrian Crossing
West Sussex County Council has advised the Parish Council of a proposal to erect a traffic light controlled pedestrian crossing in Station Road. Whilst a full and formal public consultation will take place if the idea moves on to the next stage, initially, WSCC wishes to gather opinion from members of the community on the proposal. 05/06/13 Pulborough Design Statement
The Pulborough Design Statement, which has been produced by the community to influence future design in the development of its built environment, has at last received approval from Horsham District Council (HDC). The final document is available using the link to the left and hard copies are available in the Parish Council Office. This document is a Supplementary Planning Document (SPD) and will sit within the HDC's Local Development Framework as a Local Development Document. An SPD has an indirect statutory status as it supplements statutory Development Plan Documents (DPD) such as the Core Strategy and Development Control Policies.

04/06/13 Garden Waste Collections
Horsham District Council have reported that the preparations for the new chargeable garden waste service have now been completed with more than 25,000 properties signing up to the new scheme, approx 50% of the district.

With immediate effect, any brown top bin presented without a valid sticker will not be emptied; a note will be secured to the bin explaining to the householder that they must sign up to the receive the new service.
Anyone still wishing to sign up should call HDC on 01403 739459 or can pay online at www.horsham.gov.uk/gwsignup. Should residents wish to complain about the delivery of the new services please call 01403 733144.

Horsham District Council would like to raise awareness of Age UK's re-launched Help At Home service available within the Horsham District. The new service now offers both gardening and handyperson elements and has the full support of the Community Safety Partnership. The service is for people aged 50 plus and to disabled and vulnerable adults. The Better Connected West Sussex Broadband project, a partnership between West Sussex County Council (WSCC) and British Telecom (BT) have announced that fibre broadband will be rolled out to around 98% of West Sussex homes and businesses within the next three years. 20/05/13 New Councillors
Mr Simon Strang and Mr Martin Dale were co-opted as Members of Pulborough Parish Council at the Annual Meeting of the Council, held last Thursday, 17th May 2013. Cllr Strang and Dale replace Alex Kipp and Diana Jones who resigned from the Council earlier in the year.

10/05/13 Post Office Update
At the Annual Parish Meeting last night, Caroline Hoare of Post Office Ltd was pleased to advise that Gatleys Pet Shop in Lower Street has been approved as the Post Office service provider for the village. No exact time frame can yet be given but as soon as a confirmed opening date is available, the statutory consultation will begin. Watch this space for further details.

10/05/13 Community Youth Worker
Liz Burt of Horsham Matters confirmed at the Annual Parish Meeting yesterday, that Daniel Jenkins has been appointed as the Community Youth Worker covering Pulborough and Billingshurst Parishes. Daniel will be starting in his new position in early June and there will be an opportunity for all those working in partnership with Daniel to meet him later in the summer.

27/03/13 Changes to applying for concessionary travel
Residents who are applying for concessionary travel, such as bus passes or railcards, in the Horsham District from 1 April should be aware of changes to the administration of the service. As a result of these changes, Horsham District Council will no longer be the point of contact for new bus passes or railcards.For those residents who already have an older or disabled persons’ concessionary bus pass, no action is needed. Current bus passes will continue to be valid and will be renewed automatically.Those residents who require a new railcard or to renew an existing railcard will need to apply for a new one and should use the following contact details:

13/03/13 Changes to your garden waste collection
Resident in the Horsham District will be receiving a leaflet in the next few weeks with more information on how to join the new garden waste collection service. The new opt-in service will replace the current free service and anyone wishing to continue to have their garden waste bin emptied will need to sign up and pay £29 per year. There is also information on the garden waste collection scheme on Horsham District Council’s website as well as on the Council’s Facebook page (search Horsham District Council) and Twitter page (@HorshamDC).

11/03/13 Pulborough Post Office
Following the closure of the Post Office back in December, the Post Office has been working in the area to indentify a permanent solution for the provision of services in the local community. In the meantime, a temporary outreach Post Office service will start on Monday 11th March and will operate from Evies Baby Boutique, 64a Lower Street, Pulborough. This service is a temporary arrangement while the work continues towards a longer term solution.

The opening hours will be

Monday : 13.30 to 16.30
Tuesday : 13.30 to 16.30
Wednesday : 09.30 to 16.30
Thursday : 09.30 to 16.30
Friday : Closed

The hosted service will be provided by the subpostmaster from Billingshurst Post Office and the same range of services will continue to be available with the addition of Passport Check and Send facilities. Customers can still collect benefits in cash using their everyday banking services or Post Office card account.

22/01/13 YOUR OPINION MATTERS
The Parish Council has been undertaking two consultations, regarding Bus Services and Youth Workers.The closing date for the consultations will be 28th February 2013 after which all respondents, who are aged over 18 years of age, will be entered into a free draw for a bottle of wine, kindly donated by Hennings Wine Merchants.

Youth Worker for Pulborough
The Parish Council, in association with Horsham District Council and neighbouring Parishes, is currently considering the provision of a Youth Worker to work in the communities, engaging with our younger residents. All related costs such as salary, office space, consumables etc would need to be funded and it is hoped that some grants may be accessed to facilitate this. However, for the project to succeed, it is envisaged that the Parishes themselves will need to meet some of the costs through the Parish Precept - the charge made by the Parish Council and included in your Council Tax Demand. Members of the Council are therefore keen to hear residents' opinions on this proposal and any increase in the amount paid to the Parish Council. As an example, an increase of 5% to a Band D property would result in an extra £3.32 per annum. Bus Service Survey
Pulborough Parish Council is working with both Compass and Stagecoach Buses to review the services within the parish and is keen to receive comments regarding, in particular, commuter services. 22/01/13 Pulborough Post Office
As you will be aware, the Post Office took the decision to withdraw services in the Londis store just before Christmas due to operational difficulties. The Post Office is actively seeking an alternative outlet for the service but this may take some time. Whilst the Pulborough branch is closed, the Post Office will be running a temporary free bus service from outside Pulborough library to Storrington town centre and return for all their customers. The service will run Monday to Friday starting on Wednesday 23rd January 2013 at 09.30 and will run every hour until the last daily service at 16.30.

22/01/13 West Sussex County Council Warmer Homes
Mears Home Improvements have been asked to take part in the West Sussex Warmer Homes Initiative.
